Andhra Pradesh Leave Rules : Half Pay Leave, Commuted Leave, and Leave not Due
Half Pay Leave
- All regular government servants are eligible for 20 days of Half Pay Leave (HPL) for each completed year of service. There is no limit for accumulation.
- Credit of HPL is allowed for duty, leave and EOL.
- HPL can be sanctioned either on Medical Certificate or on Private affairs.
- HPL on full pay up to 6 months can be granted to regular government servants suffering from Leprosy/ Heart Diseases/ Tuberculosis/ Cancer/ Mental Illness and Renal Failure (Kidney).
Commuted Leave
- Committed leave cannot be granted on the private affair. It can be granted on the produce of Medical Certificate only. It is limited to 240 days during entire service.
- Twice the amount of HPL will be deducted from the leave account. That means the debit in the half pay leave account will be double the period of commuted leave taken.
Leave not Due
- Leave not due can be sanctioned to a permanent government employee when there is no balance in EL/HPL account. It will be adjusted by the future accumulation of HPL. While sanctioning leave not due, left over service should be taken into account.
- Leave not due can be granted only on medical grounds. Maximum limit for availment period is 180 days during entire service.
- If any employee resigns or retires voluntarily after availing of this leave and before wiping off the minus balance, the leave salary paid for the minus balance should be recovered. However, if it is on medical invalidation or death, recovery will not be insisted.
Leave Salary
- Leave on half pay : Equal to half of the pay drawn before proceeding on leave and full pay for a period of 6 months in entire service, if the leave is on MC for treatment of TB, Leprosy, Cancer, mental illness or heart diseases and Renal (kidney) failure
- Leave not due : Equal to half pay.
- Commuted leave : Twice the amount admissible under (1 ) above.
